The short answer

Most Indian traffic fines follow the central Motor Vehicles Act, but 10 states have notified their own amounts for some offences — sometimes higher, sometimes graded by vehicle class. This table lines up the central figure against every state that has a notified variation, offence by offence.

"Standard" means the state has not notified its own amount for that offence — the central Motor Vehicles Act figure applies. Jammu and Kashmir, Madhya Pradesh, Telangana have no notified variations for any offence in this table, so every one of their amounts is the national default.
