Traffic challan discount: what's actually on right now

The short answer

Most percentage-off challan messages in circulation are rumours — a discount is real only when a state government publishes an order with a fixed payment window, or a Lok Adalat bench settles your case, where the figure is decided by the judge on the day and never published in advance.

Right now Bihar is the only state with a live scheme — the table below shows the verified status of every state we track (16 as of today). The next National Lok Adalat sits on 12 December 2026 in most states.

  • Karnataka is not sitting on 12 September 2026. The Karnataka State Legal Services Authority postponed the third National Lok Adalat to Saturday 19 September 2026, 2.00 p.m. to 5.30 p.m., by letter No. KSLSA:08/NLA/2026 dated 18 August 2026, addressed to every District Legal Services Authority in the state.   • Delhi is not sitting on 12 September 2026 either. DSLSA postponed the National Lok Adalat in every Delhi court complex to Saturday 10 October 2026, by Ref. No. 10/DSLSA/ADRW/NLAs/2026/10673 dated 25 August 2026, because the Delhi High Court had just declared 12 September a court sitting day for courts subordinate to it (Notification No.85/G-4/Genl.-I/DHC dated 21 August 2026). Which states have a challan discount right now?

Every row is verified against the sourced order or official statement it cites — including the states where the verified answer is "no scheme". A percentage appears only when a government order backs it; proposals, rumours and forwarded "offers" never get one.

Bihar Live
Compoundable offences: about 50% relief, per the notification's own schedule
Bihar notified a one-time settlement on 30 April 2026 and first ran it at the 9 May 2026 National Lok Adalat, where the High Court records that about 36,722 cases were disposed of. The Patna High Court's judgment of 23 June 2026 states that 'the amount of fines prescribed for compoundable traffic challans have been reduced by about 50% and are detailed accordingly in the said notification' — so the relief is not a flat 50% cut but a schedule of amounts, and it applies to compoundable offences only. The same judgment records that the notification 'extends only to the financial year 2026-27', which ends 31 March 2027, and that the government may consider extending it year on year. The notification's own text (Notification No. 3261) is still not published anywhere we can reach. A Regional Transport Authority (Saran division) circular dated 6 May 2026 confirms the scheme by name and its use for challans pending over 90 days at the 9 May 2026 Lok Adalat, but does not itself state the 50% figure or the window dates — so the percentage and duration remain evidenced only through the High Court record. Delhi Proposal Proposal only — nothing in force No challan amnesty is in force in Delhi. A one-time amnesty has been reported repeatedly in the press since late 2025, the reporting saying it stalled on legal advice that challans already before a court cannot be waived without judicial approval — but we have found no notification, gazette entry or departmental order for it, and press reporting alone is not evidence of an order under our sourcing rule. Treat the scheme as reported, not enacted, and expect no discount until an order is actually published. Maharashtra Proposal Proposal only — nothing in force Maharashtra's transport department proposed a one-time settlement in August 2025: two- and three-wheeler owners would pay 25% of pending dues (effectively a 75% waiver), with smaller waivers for costlier vehicles, against roughly ₹2,500 crore outstanding statewide (over ₹1,000 crore in Mumbai alone). As of 13 August 2026 this remains a proposal under review — no government order has been issued, so no discount is actually available. All vehicles: 50% of the pending fine waived
Karnataka's latest 50% concession window closed on 10 July 2026. It was the state's sixth such drive — ₹96.73 lakh was collected on day one (32,486 cases settled) and over ₹18.15 crore in the first 14 days (6,06,032 cases). All vehicles: 50% of the fine waived
Kerala's one-time amnesty was a 50% concession with a payment deadline of 30 April 2026. It covered violations registered up to 31 December 2024 (cases already before the courts were excluded) and targeted a backlog of 1,02,53,151 pending violations worth ₹932.64 crore. The Transport Department order behind it is not available online, so the record carries press sources only. Odisha Closed
All vehicles: 50% of the prescribed fine (pay half)
Odisha's OTS, approved by the cabinet in September 2025 and notified on 17 September 2025 (Notification No. 11521), let violators settle e-challans pending as of 31 July 2025 at half the prescribed fine (for example ₹5,000 licence offences settled at ₹2,500). Challans already sent to court as prosecution reports were excluded. The scheme ran for six months from notification, so the window ended around March–April 2026; no extension had been announced as of 13 August 2026. 		—

How much discount does a Lok Adalat actually give?

Nobody can tell you in advance, because there is no fixed figure. A National Lok Adalat settles each case by compromise, and the bench decides the settlement amount on the day — no state legal services authority publishes a percentage beforehand. Any forward that promises "75% off at the Lok Adalat" is quoting a number that does not exist in any order.

What the sitting does guarantee comes from Section 21 of the Legal Services Authorities Act 1987: an award is "deemed to be a decree of a civil court", it is "final and binding on all the parties to the dispute, and no appeal shall lie to any court against the award", and where the case was referred by a court the court-fee already paid is refunded.

Which challans qualify is set by Section 200 of the Motor Vehicles Act, and it is narrower than most people expect. Drunk driving is Section 185, which does not appear in the Section 200 list at all. Dangerous driving is Section 184, and Section 200 admits only clause (c) of the Explanation to it — using a handheld communication device while driving. Jumping a red light is clause (a) of that same Explanation, so it is not compoundable either. How does the Delhi token system work?

  1. Wait for the token window. There is no standing rule for when it opens: DSLSA issues a fresh notification for every edition, and the only window it has published so far opened 5 days ahead — for the 10 October 2026 sitting, whose download window opens on 5 October — the most recent edition DSLSA has published a window for (the 9 May 2026 sitting's window opened 5 days ahead too, on 4 May).
  2. Open traffic.delhipolice.gov.in/lokadalat/ and enter your vehicle number and the captcha. An OTP goes to the vehicle owner’s registered mobile number — update the number on the portal first if it is not registered.
  3. After OTP verification, select the challans and notices to be taken up, choose a court complex and a forenoon or afternoon slot.
  4. Submit and print the appointment slip. Carry the printout and the challans to the court complex on the sitting day — if you miss the date, you must book afresh for the next Lok Adalat.

For the 10 October 2026 sitting, DSLSA's notification (Ref. No. 10/DSLSA/ADRW/NLAs/2026/10673 dated 25 August 2026) said that compoundable challans pending till 30.06.2026 would be taken up, and that violators could download the challan slips from the Delhi Traffic Police link "from 05.10.2026 at 10 a.m. onwards, subject to a maximum limit of 50,000 challans per day, till exhausting the overall limit of 2 lakh challans". That notification set no closing date for the download window and no per-vehicle limit — as with the May edition, the window runs until the overall 2 lakh cap is exhausted, not until a fixed date. Delhi is not sitting on 12 September 2026: the Delhi High Court declared that Saturday a court sitting day for subordinate courts (Notification No.85/G-4/Genl.-I/DHC dated 21.08.2026), so DSLSA postponed Delhi's National Lok Adalat to 10 October 2026 (Ref. No. 10/DSLSA/ADRW/NLAs/2026/10673 dated 25 August 2026). Re-checked 25 September 2026 directly against the Ref. No. 10673 PDF and dslsa.org's notification listing; no newer notification has superseded it and no change to the token dates or caps.

Outside National Lok Adalat dates, Delhi's district court complexes have run weekend traffic courts since July 2026, alongside evening traffic courts on working days. Challan slips are downloaded from the Delhi Traffic Police portal, choosing a court complex and a slot; the rosters are published as circulars by the district courts. Delhi also runs evening traffic courts.

Is the '80% discount' message real?

Warning:

No — it is a rumour. No current government order gives an 80% discount on traffic challans anywhere in India. The viral "80% off at the Lok Adalat" message keeps recirculating on WhatsApp, Instagram and YouTube; Hyderabad's police commissioner publicly called it fake in March 2026. The only 80% waiver that ever existed was Telangana's one-time December 2023 window (G.O. 659), closed since 10 January 2024.

The same forwards often link to clone e-challan portals and apps built to harvest card details. A real discount always has a government order behind it and shows up on the official payment portal itself — never only in a forward. Pay only on the official portals linked from our state pages; Telangana Police, for example, says to trust SMS only from the sender header "ECHALN-*".

How much discount does a Lok Adalat give on a traffic challan?

There is no fixed percentage. The settlement figure is decided by the bench on the day, case by case — no state legal services authority publishes a discount in advance. What is certain is that a settled case closes that day and the award is final, with no appeal.
